建議建立地方性大數(shù)據(jù)法規(guī)，規(guī)范數(shù)據(jù)的采集、利用和保密要求，適時提出北京市大數(shù)據(jù)服務(wù)民生、服務(wù)社會管理的總體規(guī)劃與頂層設(shè)計；將政府部門數(shù)字化、可機(jī)讀的數(shù)據(jù)開放給企業(yè)和民眾，使其能在法律允許的前提下免費(fèi)、自由地加以利用；建立數(shù)據(jù)標(biāo)準(zhǔn)共享平臺，將其建設(shè)成為各類數(shù)據(jù)開放的重要門戶和數(shù)據(jù)標(biāo)準(zhǔn)共享的重要載體；建議在北京構(gòu)建區(qū)域數(shù)據(jù)全覆蓋的統(tǒng)一大數(shù)據(jù)平臺試點，進(jìn)一步擴(kuò)大數(shù)據(jù)資源整合范圍，完善數(shù)據(jù)分析體系，為國家大數(shù)據(jù)融合提供區(qū)域示范。
