精準(zhǔn)打擊“黑車” “大數(shù)據(jù)”成利器 司機(jī)信息將入庫(kù)，與就業(yè)信貸居住證等掛鉤

　　“大數(shù)據(jù)”成為上海打擊非法客運(yùn)的利器。記者昨天從上海交通執(zhí)法部門了解到，目前上海已搭建了由交通行政執(zhí)法部門、公安部門、人社部門以及經(jīng)信委組成的非法客運(yùn)相關(guān)信息數(shù)據(jù)平臺(tái)，凡被交通執(zhí)法部門處罰過的“黑車”司機(jī)信息將納入這一平臺(tái)，對(duì)其就業(yè)、信貸等多方面形成限制、產(chǎn)生影響，并與個(gè)人信用系統(tǒng)、居住證積分扣減審核等公共服務(wù)掛鉤，增加其違法成本。

　　目前，交通執(zhí)法部門在前期提供的近三年6000余條“四輪機(jī)動(dòng)車”非法客運(yùn)相關(guān)信息基礎(chǔ)上，又將今年8月至11月的相關(guān)數(shù)據(jù)提供給市公安局人口辦、交警總隊(duì)、治安總隊(duì)、刑偵總隊(duì)，以及市人社局、市經(jīng)信委等六家單位。

　　經(jīng)過市公安局對(duì)非法客運(yùn)人員信息比對(duì)，發(fā)現(xiàn)有40%的人持有上海居住證。目前，上海公安部門已將相關(guān)違法信息導(dǎo)入實(shí)有人口庫(kù)；同時(shí)，相關(guān)部門正在調(diào)研如何通過居住證辦理和年度簽注對(duì)相關(guān)涉嫌人進(jìn)行限制和管理。

　　同時(shí)，市公共信用信息服務(wù)中心已為市交通執(zhí)法部門開通用戶端口，供上傳和查詢非法客運(yùn)處罰信息。
