應用大數(shù)據(jù)提升社會治理效能

“政府機構(gòu)和公共部門掌握的數(shù)據(jù)資源量其實很大，但存在‘不愿’‘不敢’‘不會’共享開放的問題?！比珖f(xié)委員、副市長、九三學社重慶市委主委屈謙建議，設立專門的數(shù)據(jù)管理機構(gòu)，應用大數(shù)據(jù)提升社會治理效能。

“但當前大數(shù)據(jù)應用還存在一些問題。”他說，我國這方面的法律法規(guī)比較滯后，目前尚沒有一部真正意義上的數(shù)據(jù)管理法規(guī)；也有共享開放程度低、核心技術(shù)薄弱、安全隱患增多等問題。此外，我國大數(shù)據(jù)應用還存在互聯(lián)網(wǎng)虛擬經(jīng)濟應用熱、實體經(jīng)濟應用冷的現(xiàn)象。

據(jù)不完全統(tǒng)計，目前我國已有13個?。ㄊ校┏闪⒘舜髷?shù)據(jù)管理機構(gòu)，因此屈謙建議結(jié)合實際，我國設立國家專門的數(shù)據(jù)管理機構(gòu)。同時，應建設分層級的大數(shù)據(jù)應用服務平臺，通過跨部門、跨層級、跨區(qū)域數(shù)據(jù)資源共享和業(yè)務協(xié)同，提升政府決策、管理和服務的能力。通過建立國家級、區(qū)域級、行業(yè)級的大數(shù)據(jù)應用服務平臺，為群眾提供用得上、用得起、用得好的服務。

針對當前各地過于注重數(shù)據(jù)中心等基礎設施投入，因地制宜和應用需求導向不夠，可能導致數(shù)據(jù)中心建設過熱、超前投資、重復投資和資源浪費的現(xiàn)象，屈謙認為，政府主導的數(shù)據(jù)中心建設不能走類似的路徑，應在滿足需求的前提下，合理布局數(shù)據(jù)中心，力爭高效率。
