大數(shù)據(jù)開放先以民生領(lǐng)域作為切入點(diǎn)

陳乃科認(rèn)為，目前，上海、北京等地都在進(jìn)行政府大數(shù)據(jù)開放的探索與實(shí)踐，但各地在推進(jìn)過程中遇到的一大難題就是沒有標(biāo)準(zhǔn)可依，對(duì)于具體數(shù)據(jù)是否觸及國(guó)家安全、商業(yè)秘密、個(gè)人隱私，在實(shí)際操作中很難把握。

另外，歷史形成的信息分散在各部門的“割據(jù)”局面，仍在一定程度上阻礙著大數(shù)據(jù)的開發(fā)利用。一些政府部門出于數(shù)據(jù)安全的慣性考量，仍然以“保密”、“不宜公開”為由，不愿開放數(shù)據(jù)。

他建議，在頂層設(shè)計(jì)上，亟需健全完善推動(dòng)政府?dāng)?shù)據(jù)開放的法規(guī)制度。在應(yīng)用推廣上，應(yīng)采用循序漸進(jìn)的開放原則。

“現(xiàn)階段，應(yīng)以民生服務(wù)領(lǐng)域政府?dāng)?shù)據(jù)開放作為切入點(diǎn)，特別是交通、氣象、環(huán)保等部門，按照‘開放為默認(rèn)，不開放為例外’的原則，優(yōu)先開放數(shù)據(jù)，無(wú)差別地向公眾開放原始、一手、實(shí)時(shí)更新并且可機(jī)讀的數(shù)據(jù)集，并對(duì)率先開放的部門給予相應(yīng)的鼓勵(lì)政策?！标惸丝普f，數(shù)據(jù)開放的最終目的，是為大眾創(chuàng)新和萬(wàn)眾創(chuàng)業(yè)營(yíng)造更大的市場(chǎng)空間，應(yīng)該因地制宜地制定出臺(tái)系列激勵(lì)措施，鼓勵(lì)公眾利用數(shù)據(jù)資源開展創(chuàng)新創(chuàng)業(yè)。
