讓大數(shù)據(jù)成為廣西發(fā)展的智慧引擎


“打造智慧城市，必須依托對(duì)大數(shù)據(jù)的占有和控制，這就需要進(jìn)一步加強(qiáng)政府大數(shù)據(jù)建設(shè)。”自治區(qū)兩會(huì)期間，自治區(qū)政協(xié)委員黃健提出的關(guān)于“加強(qiáng)政府大數(shù)據(jù)建設(shè)，打造智慧城市”的建議，引起了廣泛關(guān)注。

黃健十分關(guān)注大數(shù)據(jù)建設(shè)問題，今年1月16日，他參加了由自治區(qū)主席陳武主持的《政府工作報(bào)告》（征求意見稿）座談會(huì)，提出的“在報(bào)告中增加‘促進(jìn)云計(jì)算，大數(shù)據(jù)’”等6點(diǎn)修改意見，均被采納寫入報(bào)告。

早在2013年，國(guó)務(wù)院就提出了開展智慧城市試點(diǎn)示范建設(shè)，而目前193個(gè)國(guó)家試點(diǎn)智慧城市中，廣西僅有南寧、柳州、桂林、貴港4市入選。

“大數(shù)據(jù)運(yùn)用和管理是智慧城市的基礎(chǔ)，也是未來社會(huì)的發(fā)展趨勢(shì)?！秉S健說，在我區(qū)，各級(jí)政府及所屬部門都握有構(gòu)成社會(huì)基礎(chǔ)的原始數(shù)據(jù)，諸如氣象、金融、信用、電力、住房、醫(yī)療、教育、環(huán)保等數(shù)據(jù)?！岸壳斑@些重要數(shù)據(jù)仍‘沉睡’在政府部門、高校、出版社、報(bào)社、圖書館、科研院所檔案袋或文件夾中，沒發(fā)揮出應(yīng)有作用。”

“如果政府能將這些單一的、靜態(tài)的數(shù)據(jù)關(guān)聯(lián)起來，并進(jìn)行關(guān)聯(lián)分析和統(tǒng)一管理，這些數(shù)據(jù)將獲得新的管理模式和使用價(jià)值?！秉S健建議，廣西在政府層面設(shè)立“大數(shù)據(jù)管理局”和“大數(shù)據(jù)管理中心”機(jī)構(gòu)，啟動(dòng)“無線城市”“數(shù)字港口”和“光網(wǎng)城市”建設(shè)，通過建成數(shù)字化城管系統(tǒng)，推動(dòng)城市管理模式創(chuàng)新，為廣西發(fā)展提供有力智力支撐。
