讓大數(shù)據(jù)成為廣西發(fā)展的智慧引擎


“打造智慧城市，必須依托對大數(shù)據(jù)的占有和控制，這就需要進一步加強政府大數(shù)據(jù)建設?！弊灾螀^(qū)兩會期間，自治區(qū)政協(xié)委員黃健提出的關于“加強政府大數(shù)據(jù)建設，打造智慧城市”的建議，引起了廣泛關注。

黃健十分關注大數(shù)據(jù)建設問題，今年1月16日，他參加了由自治區(qū)主席陳武主持的《政府工作報告》（征求意見稿）座談會，提出的“在報告中增加‘促進云計算，大數(shù)據(jù)’”等6點修改意見，均被采納寫入報告。

早在2013年，國務院就提出了開展智慧城市試點示范建設，而目前193個國家試點智慧城市中，廣西僅有南寧、柳州、桂林、貴港4市入選。

“大數(shù)據(jù)運用和管理是智慧城市的基礎，也是未來社會的發(fā)展趨勢。”黃健說，在我區(qū)，各級政府及所屬部門都握有構成社會基礎的原始數(shù)據(jù)，諸如氣象、金融、信用、電力、住房、醫(yī)療、教育、環(huán)保等數(shù)據(jù)。“而目前這些重要數(shù)據(jù)仍‘沉睡’在政府部門、高校、出版社、報社、圖書館、科研院所檔案袋或文件夾中，沒發(fā)揮出應有作用?！?/span>

“如果政府能將這些單一的、靜態(tài)的數(shù)據(jù)關聯(lián)起來，并進行關聯(lián)分析和統(tǒng)一管理，這些數(shù)據(jù)將獲得新的管理模式和使用價值?！秉S健建議，廣西在政府層面設立“大數(shù)據(jù)管理局”和“大數(shù)據(jù)管理中心”機構，啟動“無線城市”“數(shù)字港口”和“光網(wǎng)城市”建設，通過建成數(shù)字化城管系統(tǒng)，推動城市管理模式創(chuàng)新，為廣西發(fā)展提供有力智力支撐。
