　　雖然各地在這方面取得了一些進(jìn)展，但仍有很大的改進(jìn)空間，尤其是一些地方、領(lǐng)域存在的“信息孤島”現(xiàn)象不容忽視。要想進(jìn)一步發(fā)揮政務(wù)信息互聯(lián)互通的效應(yīng)，還得繼續(xù)加強(qiáng)頂層設(shè)計(jì)和統(tǒng)籌規(guī)劃，打破各部門、各層級(jí)間對(duì)信息的條塊分割，明確數(shù)據(jù)共享的范圍邊界和使用方式，厘清數(shù)據(jù)管理的義務(wù)和權(quán)利。各地政府部門推動(dòng)政務(wù)大數(shù)據(jù)開發(fā)，得有更深一層的“大眼界”——未來公共管理需要用數(shù)據(jù)決策、用數(shù)據(jù)管理、用數(shù)據(jù)創(chuàng)新，政府必須破除“數(shù)據(jù)小農(nóng)思想”，帶頭向公眾開放公共數(shù)據(jù)，才能分享數(shù)據(jù)應(yīng)用的成果。
