“智慧城市建設(shè)亟待強(qiáng)化數(shù)據(jù)公開、數(shù)據(jù)共享和信息挖掘，用大數(shù)據(jù)這根‘紅線’串起智慧城市建設(shè)?！比珖?guó)人大代表、鄭州大學(xué)副校長(zhǎng)張倩紅說。

　　據(jù)了解，我國(guó)智慧城市試點(diǎn)申報(bào)工作自2012年啟動(dòng)以來(lái)，截至目前，國(guó)家智慧城市試點(diǎn)達(dá)到400多個(gè)，遍布全國(guó)各地。智慧城市建設(shè)取得積極進(jìn)展，但也存在著缺乏頂層設(shè)計(jì)和統(tǒng)籌規(guī)劃、體制機(jī)制創(chuàng)新滯后、網(wǎng)絡(luò)安全隱患和風(fēng)險(xiǎn)突出等問題。

　　“智慧城市建設(shè)要充分發(fā)揮大數(shù)據(jù)的作用?！睆堎患t說。她建議從三個(gè)方面著手，首先，加快互聯(lián)網(wǎng)數(shù)據(jù)保護(hù)的立法工作，對(duì)數(shù)據(jù)的開放和利用加以規(guī)范;其次，政府開放數(shù)據(jù)供社會(huì)開發(fā)，使數(shù)據(jù)產(chǎn)生更多的深度價(jià)值和綜合價(jià)值;第三，要加大對(duì)大數(shù)據(jù)關(guān)鍵技術(shù)研發(fā)及重點(diǎn)領(lǐng)域大數(shù)據(jù)產(chǎn)業(yè)發(fā)展的支持和投入，特別是要著力推進(jìn)大數(shù)據(jù)人才培養(yǎng)計(jì)劃等。
