10月26日，由商務部外貿(mào)發(fā)展局、中國（杭州）跨境電子商務綜合試驗區(qū)、阿里巴巴國際事業(yè)部聯(lián)合舉辦的“互聯(lián)網(wǎng)+外貿(mào)”新模式與新機遇論壇在廣州舉行。論壇探討了以大數(shù)據(jù)驅(qū)動的“互聯(lián)網(wǎng)+外貿(mào)”對中國出口的促進作用，認為政府和外貿(mào)服務平臺的合作經(jīng)驗有望推廣全國。

大數(shù)據(jù)驅(qū)動外貿(mào)出口

據(jù)悉，阿里和杭州跨境電商綜合試驗區(qū)合作，共同摸索出一套推動傳統(tǒng)企業(yè)轉(zhuǎn)型的“政企創(chuàng)新合作模式”。該模式為外貿(mào)中小企業(yè)提供免費的通關、退稅、結(jié)匯等多道出口線下流程，并且為中國出口企業(yè)提供“出口1美元補3分人民幣”補貼。此外，阿里還與銀行合作，推出“每出口1美元貸1元人民幣”的純信用流動資金貸款服務；與知名物流企業(yè)合作，滿足中國企業(yè)“物聯(lián)全球”的需求。

阿里B2B事業(yè)群總裁吳敏芝認為，在“互聯(lián)網(wǎng)+外貿(mào)”的新模式中，大數(shù)據(jù)驅(qū)動的“互聯(lián)網(wǎng)+外貿(mào)”是中國出口的出路。在大數(shù)據(jù)應用方面，阿里推出了“信用保障體系”，一旦交易出現(xiàn)問題，阿里將向買家先行賠付。此外，阿里與美國借貸平臺LendingClub合作，讓美國數(shù)百萬在中國尋找貨源的中小企業(yè)提供1-6個月貸款。

跨境電商B2B成外貿(mào)新引擎

當前，我國整體外貿(mào)形勢仍然嚴峻復雜，越來越多的企業(yè)嘗試“互聯(lián)網(wǎng)+外貿(mào)”新業(yè)態(tài)。而近年來，跨境電商作為一種新興的外貿(mào)模式，取得了蓬勃的發(fā)展，成為眾多傳統(tǒng)外貿(mào)企業(yè)擁抱“互聯(lián)網(wǎng)+”、實現(xiàn)轉(zhuǎn)型的重要手段。數(shù)據(jù)顯示，今年1-9月全國累計外貿(mào)出口同比下降了1.9%，而杭州卻同比增長了5.4%，其中跨境電商出口11.5億元，同比增長達到247倍。

據(jù)預測，2016年中國跨境電商進出口貿(mào)易額將達6.5萬億元，未來幾年跨境電商占中國進出口貿(mào)易比例將會提高20%，年增長率將超過30%。業(yè)內(nèi)人士認為，跨境電商是開拓外貿(mào)市場的新渠道，對擴大國際市場份額、培育外貿(mào)競爭新優(yōu)勢，實現(xiàn)中國制造轉(zhuǎn)型升級具有重要作用。
