國土資源部近日印發(fā)《關(guān)于促進(jìn)國土資源大數(shù)據(jù)應(yīng)用發(fā)展的實施意見》（下文簡稱《意見》），計劃在“十三五”時期，匯聚整合土地、不動產(chǎn)、地質(zhì)礦產(chǎn)等各類數(shù)據(jù)，建立完善并形成內(nèi)容全面、標(biāo)準(zhǔn)統(tǒng)一的國土資源數(shù)據(jù)資源體系。
　《意見》提出到2018年底，在統(tǒng)籌規(guī)劃和統(tǒng)一標(biāo)準(zhǔn)的基礎(chǔ)上，豐富與完善統(tǒng)一的國土資源數(shù)據(jù)資源體系的目標(biāo)。初步建成國土資源數(shù)據(jù)共享平臺和開放平臺，實現(xiàn)一定范圍的數(shù)據(jù)共享與開放。到2020年，國土資源數(shù)據(jù)資源體系得到較大豐富與完善。國土資源數(shù)據(jù)實現(xiàn)較為全面的共享和開放。基于數(shù)據(jù)共享的國土資源治理能力不斷提高，基于數(shù)據(jù)開放的公共服務(wù)能力全面提升。
　　《意見》指出，將進(jìn)一步完善統(tǒng)一的國土資源數(shù)據(jù)資源體系，建立數(shù)據(jù)資源名錄。要求各級國土資源主管部門要對已有各類國土資源數(shù)據(jù)進(jìn)行系統(tǒng)、全面梳理，摸清資源家底，整合集成各類國土資源數(shù)據(jù)。要建立縱向覆蓋四級國土資源主管部門的數(shù)據(jù)共享和交換機(jī)制，構(gòu)建橫向國土資源系統(tǒng)內(nèi)部數(shù)據(jù)共享應(yīng)用機(jī)制。
　　在此基礎(chǔ)上，大力推動國土資源數(shù)據(jù)與政府部門的共享服務(wù)，推動數(shù)據(jù)有效利用提升政府的服務(wù)能力和綜合效能。《意見》要求制定數(shù)據(jù)共享制度和標(biāo)準(zhǔn)，開發(fā)建立國土資源數(shù)據(jù)共享平臺，并與政府?dāng)?shù)據(jù)統(tǒng)一共享交換平臺實現(xiàn)對接。并在加強(qiáng)安全保障和隱私保護(hù)的前提下，穩(wěn)步推進(jìn)國土資源數(shù)據(jù)向社會開放，推進(jìn)可開放數(shù)據(jù)的社會化、市場化利用，促進(jìn)數(shù)據(jù)資源的深度挖掘和利用。
　　此外，《意見》提出建立數(shù)據(jù)開放制度和標(biāo)準(zhǔn)，依托互聯(lián)網(wǎng)“國土資源云”基礎(chǔ)設(shè)施，建立全國統(tǒng)一的國土資源數(shù)據(jù)開放平臺。同時，加強(qiáng)公眾版信息產(chǎn)品制作與服務(wù)，培育國土資源數(shù)據(jù)開發(fā)利用的市場化機(jī)制。
