三大舉措推進(jìn)大數(shù)據(jù)發(fā)展

為了進(jìn)一步推動我國大數(shù)據(jù)產(chǎn)業(yè)的發(fā)展，網(wǎng)信辦正在會同發(fā)改委、工信部按照國務(wù)院印發(fā)的《促進(jìn)大數(shù)據(jù)發(fā)展行動綱要》的要求，從三大方面開展相關(guān)工作。


一是加快制定穩(wěn)步推進(jìn)公共信息資源開放的政策，推動數(shù)據(jù)紅利的釋放，激發(fā)產(chǎn)業(yè)創(chuàng)新活力，同時支持發(fā)改委等有關(guān)部門盡快出臺政府信息共享的有關(guān)辦法，提高政務(wù)信息資源的共享水平和利用效率。
二是強(qiáng)化大數(shù)據(jù)安全的保障能力，加強(qiáng)大數(shù)據(jù)環(huán)境下的網(wǎng)絡(luò)安全問題和網(wǎng)絡(luò)安全技術(shù)的研究，制定大數(shù)據(jù)安全標(biāo)準(zhǔn)和大數(shù)據(jù)安全保障框架，逐步形成大數(shù)據(jù)安全保障體系，同時還要強(qiáng)化網(wǎng)絡(luò)安全的信息共享，促進(jìn)網(wǎng)絡(luò)安全相關(guān)數(shù)據(jù)的融合和資源合理分配，提升重大安全事件的應(yīng)急處理能力。
三是研究推進(jìn)大數(shù)據(jù)相關(guān)的基礎(chǔ)性制度建設(shè)，比如開展數(shù)據(jù)確權(quán)、資產(chǎn)管理、市場監(jiān)管、跨境流動等數(shù)據(jù)治理的重大問題研究，協(xié)調(diào)有關(guān)部門共同推進(jìn)數(shù)據(jù)治理的法制化進(jìn)程，引導(dǎo)平衡好產(chǎn)業(yè)發(fā)展與隱私保護(hù)、商業(yè)秘密保護(hù)之間的關(guān)系，建立完善數(shù)據(jù)交易、流通和監(jiān)管的機(jī)制，共同打造有利于我國大數(shù)據(jù)發(fā)展的良好產(chǎn)業(yè)生態(tài)，良好有序的治理體系，推動我國大數(shù)據(jù)產(chǎn)業(yè)健康發(fā)展。
