馬云曾在一次演講中說：“人類正從IT時代走向DT時代?！盌T是指數(shù)據(jù)處理技術，據(jù)預測，到2020年全球數(shù)據(jù)量將達40ZB，中國將達8.8ZB，占22%；未來幾年，全球大數(shù)據(jù)市場將以每年超過30%的速度在增長，而我國更快，將超50%。

數(shù)據(jù)就是資源，數(shù)據(jù)就是財富。不少人將大數(shù)據(jù)比作為石油，大數(shù)據(jù)意味著大機遇、大產(chǎn)業(yè)、大紅利。據(jù)預測，在全球的交通運輸、電力、醫(yī)療健康等7大領域開放數(shù)據(jù)，將會撬動超過3萬億美元的經(jīng)濟價值。數(shù)據(jù)流將引領技術流、物質(zhì)流、資金流、人才流，將因此重新考量一個地方經(jīng)濟發(fā)展的戰(zhàn)略和路徑。

大數(shù)據(jù)同時意味著大變革。當前，政府數(shù)據(jù)開放共享不足、產(chǎn)業(yè)基礎薄弱、法律法規(guī)建設滯后、創(chuàng)新應用領域不廣等亟待解決。9月5日，國務院出臺《促進大數(shù)據(jù)發(fā)展行動綱要》，標志我國第一次把發(fā)展大數(shù)據(jù)上升到國家戰(zhàn)略層面，政策支持力度空前。

對天天和數(shù)據(jù)打交道的統(tǒng)計部門而言，也面臨巨大挑戰(zhàn)和機遇。比如，過去傳統(tǒng)的統(tǒng)計方式，是由統(tǒng)計專業(yè)人員設計統(tǒng)計表格，從名錄庫里找企業(yè)去調(diào)查統(tǒng)計數(shù)據(jù)。但在大數(shù)據(jù)時代，很多是現(xiàn)成存在的數(shù)據(jù)，并且是海量的、非結(jié)構化的、非標準化的電子數(shù)據(jù)。如何以開放的姿態(tài)和創(chuàng)新的勇氣擁抱大數(shù)據(jù)，運用信息技術、云計算等新技術采集、處理、傳輸、公布傳統(tǒng)統(tǒng)計數(shù)據(jù)，同時基于大數(shù)據(jù)、云計算的廣泛應用，打造更科學、更堅實的政府統(tǒng)計數(shù)據(jù)來源的“第二軌”，一系列改革迫在眉睫，任重道遠。
