工業(yè)和信息化部副部長懷進鵬26日在貴陽說，科技與經(jīng)濟深度融合已經(jīng)成為經(jīng)濟社會發(fā)展最顯著的特點。新一輪的信息技術與產(chǎn)業(yè)、經(jīng)濟和社會的深度融合使人類社會正逐漸走向數(shù)據(jù)經(jīng)濟的時代，大數(shù)據(jù)日漸成為社會發(fā)展的戰(zhàn)略性資源和資本要素。

懷進鵬是在26日于貴陽開幕的“2015貴陽國際大數(shù)據(jù)產(chǎn)業(yè)博覽會暨全球大數(shù)據(jù)時代貴陽峰會”上提出上述觀點的。本屆“數(shù)博會”將圍繞“‘互聯(lián)網(wǎng)＋’時代的數(shù)據(jù)安全與發(fā)展”的主題，分析全球大數(shù)據(jù)發(fā)展現(xiàn)狀和趨勢，探討保障大數(shù)據(jù)安全和隱私保護、發(fā)展大數(shù)據(jù)經(jīng)濟等問題。

貴州省省長陳敏爾在會上指出，2014年是貴州大數(shù)據(jù)發(fā)展的元年，圍繞“數(shù)據(jù)從哪里來、數(shù)據(jù)放在哪里、數(shù)據(jù)誰來使用”三個問題，貴州提出打造“基礎設施層、系統(tǒng)平臺層、云應用平臺層、增值服務層、配套端產(chǎn)品層”五個產(chǎn)業(yè)鏈層級的思路。

作為全球首屆以大數(shù)據(jù)為主題的峰會和展會，貴陽“數(shù)博會”吸引了包括阿里巴巴、微軟、谷歌、英特爾、惠普、思科、甲骨文、戴爾、富士康、華為等千余家國內(nèi)外知名企業(yè)參會、參展。根據(jù)安排，峰會期間將發(fā)表《大數(shù)據(jù)貴陽宣言》。同時，還將舉行“創(chuàng)時代的互聯(lián)網(wǎng)＋”“數(shù)據(jù)開放與隱私保護”等主題論壇。
